The acting AG may not do some things that an approve AG might do. One is to sign FISA warrants. I read somewhere this is one restriction, Rosentein would need to do that one.
There's an argument that he can't even do that. Your appointee is supposed to be confirmed by Congress. Doesn't have to be confirmed for that job but must be confirmed for something. However, there is a loophole, and Trump is the King of finding loopholes.He was Session's Chief of Staff.
