The mafia was going after legitimate businesses they could control. They targeted companies that had a lot of cash, or, had access to a lot of cash through such things as govt contracts. There was a lot of corrupt business deals made.

This dovetails into @Rivermans arms dealers in Texas, but the mafia also went after the manufacturers. They never cared about what product they went after, just how they could get their hands on the money the product brought in.
