No. Indoor soccer is played on astroturf with a regular sized ball, futsal is played on a surface more similar to a basketball court or team handball court, with a smaller ball and smaller net than indoor soccer. Futsal can be played outdoors, and are common in soccer countries. There is even at least one in Portland that I know of.
