I'm not a fan of bombing another nation or their citizens. I'm not a fan of being the aggressor as well. War is meant to be a last resort, all hands on deck, thing to save the country from being conquered or if another country declares war on us.
The exception to the constitutional requirement that congress declares war is treaties, which are every bit the law of the land and are passed by a supermajority of congress. This is why previous presidents got NATO involved when warmongering - as W (Iraq) and Clinton (Slovakia) and Obama (Libya) did. At least they persuaded other world leaders to support the action.
Second presidential terms are typically focused on foreign policy because congress isn't excited to let a lame duck set policy. Congress is particularly bad since both parties vote in lock step to block anything. The presidents all become concerned with their legacies.
