He literally didn't know what every other president and military commander knew, that Iran would close Strait of Hormuz. He had no idea what to do next. So he threatens, then realizes it will cost a lot of money to oil industry, then claims negotiations that aren't happening. The United States is led by a narcissist sociopath in dementia. No one knows what happens next. Because no plan no goal no strategy.

I'm not so sure I believe this story that keeps emerging. Saudi was normalizing relations with Iran before the person negotiating on behalf of Iran was assassinated. This feels more coming from the Kushner/Trump camp.
