Neptunes, Kanye, Timbo and Just Blaze - that is 4 of the very most influential producers of the moment, not only in hip-hop, but in pop music in general and of the last 5-8 years.
in 10 years they will definitely be considered among the most influential alltime.
after all, hip-hop is an extremely young art form so "alltime" isnt' really that long of a time....
DJ Premier has had a huge influence on tons of rappers, but in terms of what's on the charts, what you hear in clubs and what comes out of people's cars nowadays, Timbaland and Neptunes have way more reach.

To me, you posting that is kind of like saying you think hendrix, clapton, jimmy page and stevie ray vaughan are all "horrible" guitarists. I guess someone could have that "opinion" but it's a bit out there imo.
You would have to travel far and wide to find producers with as good an ear for a hook as those dudes. I used to work for a hip-hop manager and I listened to demo after demo of stuff that was nowhere near as guys as those. I don't think those guys are geniuses, but they're talented at what they do.
