It's really too bad. If you're hoping to lift large sections of people out of poverty, construction jobs are about as good as it gets. Easy to learn and you leave with a good skill. As well, you have a usable asset when it's done. Finally, you save on police costs as you don't have as many idle hands.
If you're going to make the commitment as a government to build this infrastructure, you can throw huge amounts of money at cheap labor to work on these projects. Instead, it looks like large amounts of money went to corruption, both public and private.
