Los Alamos wants to have the fastest computer. At taxpayer's expense. Nevermind the one they have is fast enough and costs less to run.

It sounds true enough.
I knew guys who worked at the supercomputer center on Maui and they spent gobs of taxpayer money building the fastest LAN in the world every year. For kicks. Bragging rights.
You don't shut down other countries' networks with a super computer. You do it with bazillions of simple/cheap computers scattered around the net. Each bombards the other countries' network to the point they're so bogged nothing works. The idea is to saturate their network; all the traffic from the cheap computers adds up.
Or you stick a virus on their key systems, like we (or Israel) apparently did to Iran.
