I say its stupid to ignore the threats of terrorist attacks based on "ratios".

The problem with that particular example is that AIDS is contagious, heart attacks aren't.
But to the general point, yes. We should spend money on the important stuff, and spend less money on the less important stuff, and no money on the unimportant stuff.

There are other effects of terrorism such as morale, loss of $$$$, stocks, etc.
So now we get down to it: are people's irrational fears of terrorism sufficient reason to spend billions on security measures that amount to closing the barn door after the horse ran away?

Perhaps. while an individual death doesn't do much to a nation, the mass deaths in a terrorist attack does cause mistrust of the government, fear, and other effects to the country. often, these are actually a bigger loss than the death of the people.

Yes, we are. We can't take a simple recession without trying to stop some of the necessary pain.

I think some systems NEED to fail in order to succeed rather than just put a band-aid on.
