Yes the difference for a top pick is negligible but the 9th cannot get the 5,6,7,8 slots.
It’s a pretty big deal.

That doesn't seem right? The 9th pick can not get 5-8 in the lottery? Do you know the reason why? How can a 5th pick have a chance at 1 but 9 not a chance at 5?

Thats absurd if so and i need to change my line of thinking if that's the case.

So 9th cant get 5-8 but can get a top 4? Am I reading that right?

We could finish 14th and only get the 14th or a top 4?

Wow.

I am studying this more and more, and I'm failing to see the logic in not allowing a, say, 10th pick having a chance at getting a 5-9. Is this maybe a change instilled with the playin?
 
Another problem is 9th seems to have a better chance at 10,11 and 12 than actually getting the 9th pick.

that's not quite the case

9th seed has a 20.2% chance of top-4; a 50.7% chance at 9; and a 29% chance of worse than 9

I don't think there's much chance of the Blazers passing the Spurs for 8th seed. It's much more likely the Suns will tank their remaining games (even though they don't have their pick), the Blazers manage to win one, or two, and Portland ends up as 10th seed; or at best, splitting the odds of 9th & 10th
