I had to go to Nordstrom the other weekend to return something. Went to the Torrance location which is closer to me it was closed because someone sprayed mace or something in the store and it was quarantined for like an hour.

There has been no study which showed housing first didn't work. Everywhere it has been tried with proper resources (meaning enough housing, as well as case workers and available mental/drug treatment) it has worked to reduce or eliminate homelessness and crime, and it has been cheaper than any other option.
