The times the Blazers had players that were projected to contend they had a much easier time signing players and keeping them.Wanting to stay put and wanting to go somewhere else specifically are two very different things. Portland doesn't draw players, and winning hasn't helped with that.

Specifically Scottie Pippen made this comment-
"Scottie Pippen was glad he was traded to the Portland Trailblazers instead of the Los Angeles Lakers in 1999 because he felt the Blazers were closer to competing for a championship. He won three consecutive championships with Chicago and looked for new challenges, and the young and talented Portland team seemed like one."
No Portland isn't a free agent destination but Marcus Camby made a decision to stay here as well and that team was pretty deep.
Maybe more recently things have been tough but if that team with Aldridge, Roy and Oden had stayed healthy this team would have drawn some players as well.
