It's just a deep knee bruise which is probably inflamed. Better to rest it until it shrinks to normal size than to damage the meniscus. I think it's better at this stage of the season to let him fully heal than force the issue and this is why you have 15 guys on a roster

Yes but a team can pass an injured player if they want to. Depends on how bad they want the player. Every team's physical is different. Players that fail for some teams would pass others and vice versa.
