No, it’s a constitutional answer. The Congress appropriates where the budget goes to. Take it up with your senator and house member to give more funding then.

Seems to me we like the “buck to stop” with whoever we want it too to suit our needs. Fact is though, just like with Obama, and Bush, and Clinton, and all of them down on they werent monarchs there are checks and balances even if they are way skewed right now, and often presidents get blame and credit for things they had very little to do with.

I think people are really overestimating what relaxing restrictions will do for the economy. And I think they are really underestimating the impact if there's a major spike in infections. That will crater any resurgence in the economy and make things worse than they are now. People don't feel safe now....there's not going to be an explosion of economic activity until that fear is at a much lower level....IMO

Arent you assuming a lot here, like what people will and wont do, and how scared they are or arent? Not saying you’re wrong but even if people today said they wouldnt do something that doesnt mean tomorrow they wouldnt change their minds.

Not sure I understand your point. Yes, of course congress has the power under the constitution as you suggest. Isn't the congress part of the federal government?

No, my implication was that Trump was blocking their funding. Which he does have the power in practice to do, and it has been widely reported (perhaps incorrectly, but I've seen no denials) that he is in fact doing that, because leverage.

Now I suppose you'll say that congress has the ability to override any veto so Trump doesn't actually have the power to block funding, and then I'll agree with you that that is theoretically true.

In order to talk about reopening at all, you have to make some assumptions about human behavior.

What reports on this blocking are you talking about? I have read such news. Seems like there is probably a few unnamed sources and theoretical sensationalism.

Thousands of people getting sick and dying. Thousands of people risking their lives to care for sick people, keep grocery stores open, deliver mail, pick up garbage. Desperate people waiting all day in line at food banks. Farmers destroying their crops because the Very Best People had no plans for getting food to market in an emergency.

And these privileged assholes in totally not spontaneous " protests" waving their penises I mean guns and whining about how they are the real victims because they are inconveniened. Like their god emperor who is always and forever the world's greatest victim, people say mean things about him and it's so UNFAIR!!! The only freedom they want is freedom from facts and freedom from responsibility. Republicans used to call themselves the party of personal responsibility, now they are the party of I take no responsibility.

And still no nationally coordinated response beyond daily Trump rallies. He said he could shoot people on Fifth Avenue and his supporters would cheer. He is and they are.

Our models point to some time in May.” Acknowledging the roughly 1,500 people who have died in his country as well as the 14,385 people in Sweden who have tested positive for coronavirus, Tegnell said the situation “is not a failure for the overall strategy. It is a failure to protect our elderly who live in care homes,” as the New York Daily News reported.
 
After seeing how people were going about doing their thing yesterday, I do think/ guess if things open up soon the Bars, stores, shopping centers, sporting goods stores, barbers, apple stores and restaurants would be packed out. I might be wrong because like all of us were really guessing at much! But I could be right too!
