Tennessee has also performed the 14th most tests/1M in the US, but is 24th in confirmed cases/1M (less than half of the overall national average), and has the 12th fewest deaths/1M.
We may disagree with the decision, but it'd be pretty disingenuous to suggest that their results indicate incompetence.
