I think they were possibly just as confused/perplexed by what they were confronted with, after all, it was new to them as well...and if we resolve ourselves to condemn China for not "ringing the bell" when we think they could/should have, what does that conversely say about our country's lack of a timely response?
Seems to me that some are too zealous to point fingers at others when the chips are down...as Shakespeare said in Hamlet, The lady doth protest too much, methinks.".
