I imagine it is the record of each team when the waiver process begins, but am not certain.how does that even work, is it based on record at the time they put in the claim or is it at the time the waiver process ends?
Also, would claiming him cost the same as signing him?

As for claiming him, you claim a player at their current salary. I believe he was on a minimum contract, however, so I don't believe there's much difference between claiming and signing. Claiming would just be to ensure you actually land him.
