those wet markets are disgusting and dangerous. They should be outlawed but greed and ignorance keep them going
however, before we get too self-righteous about it, everybody should have to tour a couple of slaughter-houses in America. Those places are disgusting too and with essentially no oversight by the USDA, the hygiene and diligence levels are terrible. The difference of course is that street vendors don't set up their stands on the floors of those slaughter-houses, and there is at least some regulations restricting the sales of meats in stores
as far as the CDC, from everything I've read their budget has remained relatively flat when inflation is factored. However, that's because of congress since Trump has always tried to cut the CDC budget. He also essentially gutted the pandemic response team in Homeland Security. More specifically, it was John Bolton, so since the buck never stops on trump's desk, unless he can pocket it of course, there's a little bit of deniability.
