Okay, so this makes me feel better about signing up for the Wade Baldwin 4 bandwagon (from the CBA FAQ page) :

When a Two-Way player becomes a free agent, his free agent amount (see question number 37) is the one year veteran minimum salary. A player finishing a Two-Way contracts is subject to restricted free agency (see question number 44) if he was on an NBA Active List or Inactive List for at least 15 days in the previous season. As with any other restricted free agent, the team must make a qualifying offer in order to retain its right of first refusal. The qualifying offer for a Two-Way player must be:

  • If the player played two or three years on Two-Way contracts with the same team, the qualifying offer is a standard NBA contract at the minimum salary, with no bonuses of any kind, and with the Two-Way salary guaranteed. This also applies if the player is no longer eligible to sign a Two-Way contract.
  • For all other Two-Way players, the qualifying offer is a Two-Way contract, with $50,000 guaranteed.

WBIV didn't finish the year on a two-way contract so that doesn't apply. I suggest reading Testers posts about how we can offer almost $9 million in the thread that was worried about Baldwin leaving.

Kawhi will end up in Philly. Brown & Pop are buds and no way SA wants to send him to the west.
POP will get what he wants from Philly. Smart to play the waiting game and put LA in a predictament.
I fully expect those two to scratch each others backs.

Even if Baldwin has a very good year, it sure seems like $9 million should be enough. I like him a lot for our team, but he's no all star.

No, because he's no longer a two-way player. His contract was already converted to a standard minimum deal.

Standard 2-year minimum deal. The '17-'18 season & then '18-'19 season. He'll be an UFA next summer, but we will have his early bird rights.

I'm not so sure that the Blazers lose the RFA status as a result of converting his contract to a standard minimum deal. From the NBA CBA:

Standard NBA Contract Conversion Option: In the event the Two-Way Player Conversion Option is exercised by the Team, Team shall thereafter have the option to convert the Contract to a Standard NBA Contract (“Standard NBA Contract Conversion Option”). Team’s Standard NBA Contract Conversion Option may be exercised by providing written notice to Player that is either personally delivered to Player or his representative or sent by email or pre-paid certified, registered, or overnight mail to the last known address of Player or his representative with a copy to the Players Association and the NBA. If Team exercises the Standard NBA Contract Conversion Option, the Base Compensation amount applicable to the Two-Way Contract as set forth in this Exhibit 10 will immediately become null and void and of no further force or effect, Player’s Compensation shall be equal to the Player’s applicable Minimum Player Salary for such Season beginning on the date such option is exercised, and all other terms and conditions of this Contract, including the Base Compensation protection set forth in this Exhibit 10, shall remain applicable.

Since the 2-way contract contained the restricted free agency provision, my (admittedly uninformed reading of this) would be that only the salary changed when his contract was converted and that restricted free agency remains in play. I'd love it if someone knows how to get Larry Coon to comment on that.

But, I agree that the Blazers will have his Early Bird rights and that gives them the option to pay him up to the average player salary plus five percent. Given all of the free agents that are going to hit the market in next summer's flood, that's probably more than enough to do the job, unless Baldwin simply wants to leave.

It would be a bit surprising if the Blazers backed themselves into a corner by change the contract when they did. I would hope they thought all fo this out to take into account his potential success.

I wonder how grey areas in the CBA are handled. Surely there must be some scenarios that they did not foresee and have to arbitrate somehow.

Might I suggest getting it on your ass. Plenty of real estate there and it won't look quite so stupid when LeBron has long since retired and your skin starts to sag.
