ESPN NBA season preview: New rankings and projections before 2020-21 opening night (Blazers 9th)

I was expecting to see 9th in the west from ESPN, not in the whole league. what changed?
 
Interesting to see them at 9th overall. Equally interesting is that Denver at #8 is +2000 to win the title in Vegas, while Portland, just one spot lower at #9, is a whopping +3500. Dallas at #10 is +2500 as is #11 Toronto. So Vegas isn't impressed, but there might be some good money to be made on Portland making a certain level in the Playoffs with the money so long.

Vegas doesn't set odds based on being impressed.

Vegas set the odds high on Portland because we're poor, wet, and depressed and it will take odds like that to get us to bet.

Denver on the other hand actually likes their team so higher odds aren't required to generate action.
