The best path would be to drastically increase penalties for illegal gun possession.
Then ensure that gun owners are registered and undergo training and regular mental assessments.

I'm all for strictly punishing violent criminals, and have even proposed it. As well as very strict penalties for those who supply guns to people who should not have them.
I have also proposed tax credits for attending training, to ensure the most people possible have access to training and incentive to keep it up.
Mandatory Registration will never happen. That violates the 2nd ammendment. You don't have to register for any other right, so the Supreme Court will strike down anything that requires registration of all firearms.
Can we work around the 2A by just banning ammunition. Have your arms, as many as you want. Just can't do shit with then. I don't see ammunition spelled out in there.

It seems pretty clear to me that the founding fathers intended the population to be a well regulated militia (meaning capable non-regular infantry).
So the idea of the 2nd ammendment was to encourage the people own and practice with weapons equivalent to that of your average infantry soldier.
This would include military caliber rifles as well as handguns and the ammunition which makes them capable as arms.
I believe the current Supreme Court would likely rule pretty close to that.

I don't think so. I think it's because they wanted the people to be as powerful as any military. So they would be a formidable force against any threat, foreign or domestic.Because the people were the military back then.
