The deal is that the schools own the forest and want to sell it. She's proposing that the state buy it from the schools.

This one is confusing. The forrest is owned by the state, but the funds made from it (i.e. logging) are promised to schools. The state was planning to sell it because it is not making enough money, and to give the proceeds to Oregon schools. Yet, the highest bid, isn't high enough. But, it would cost to much to keep it, and keep logging, so she wants to allocate a bond to so that the state can afford to maintain it.

Very confusing! It is rather odd too in how does the State determine the offer is too low? It is around $2600 per acre! Pretty darn high for timberland that you can not harvest. Then we give up property tax revenue also by not selling. But man, asking the tax payers to buy again what they already own is covering new territory never seen before.

But then we have Kate Brown! She thinks the State isn't getting enough money for the Elliott State forest. Well it is $2600 and acre, 2.6 times what Nic says we get for other public lands. And it would be putting them back on the Coos County Tax roll. Don't forget, the reason the land is for sale is because it can't be logged in this day. Pretty high price considering.

I don't think that's quite right, since the bidder is a timber company. Pretty sure they do intend to log it if they get it.

The willpower to fight the legal filings that stop the management and logging of land.

Private timber companies have to fight the legal filings, or, they go out of business.

Politicians are afraid to fight the environmentalists.. It might cost them votes in the next election.
Public Land managers responsible for the logging have limited budgets. The cost to fight a legal filing is very high. Money spent on fighting a legal filing could be used in other ways.

There are judges that are very sympathetic to the environmentalists agenda. They often rule in favor of shutting down logging and management. The state & federal land managers seldom if ever appeal a court ruling. A timber company will appeal, and often they win..

The environmentalist go after the soft targets, with the goal of stopping the management and logging of as much public land as they can, for the least amount of money spent.

So in essence, Brown and her Government simply find it easier to go after the hapless tax payers for more money, using this land to generate revenue in this way rather than do their job.
Doing their job of managing the Elliot forest as revenue producer for the schools might be difficult and cost them votes. So this bond issue is the easy way out of doing what they are suppose to do.

Voters remember Kate Brown! She failed to manage the resources at hand for the benefit of the tax payers and the schools.

The timber company and tribe submitted the only bid of $220.8 million for the 84,000-acre forest.

But after hearing from dozens of people opposed to the sale, the governor also said she wants the land board to have another option on the table at its next meeting in February.

She called on the public to work out a “Plan B” that would use up to $100 million in state bonds to buy the Elliott out of the Common School Fund and into a new ownership structure that could include state and private ownership.

“We are very clear that in Oregon our public lands are irreplaceable assets,” she said. “I absolutely believe we must protect the values we as Oregonians hold so dear.”

Brown said she wants to protect citizens’ rights to hunt, fish and hike in the woods, preserve the habitats that protect endangered species and protect natural resource jobs “that are very critical to our rural economies.”

She said using state bonds “is only part of the solution” and she called on the public to fill in the rest of a new proposal that would balance public access, natural resource jobs, conservation and recreational values.

Yep! You are correct, I assumed these statements did imply the bid was not enough.

I definitely inferred the bid price was not enough. Sort of like Thanks, but no thanks.

And again I will be fair, it might not be quite right to question her sanity, I probably should keep it to questioning her competency.

I recalculated the bid and it is closer to 2700 dollars per acre in that bid. A rather healthy amount for timberland that can't be harvested.
It is costing the school now instead up providing revenue as it should, and would if it is sold in the form of tax revenue.
I must admit, I do consider it a scheme to hit the tax payers again to buy land that they already own. That takes guts to look the folks in the eye and suggest this is a rational logical competent plan.
