Being a technophobe, I don't know exactly how it all works, but I think they pay someone to come in and set it up. My in laws in Vancouver have a neighbor who does the same kind of thing every year at Xmas. When you get within range you can pick it up somewhere on your AM dial (very low signal) from the comfort of your car (and the neighbors don't have to listen to it at all). It's really quite cool in person.
