I don't know for sure, but I think that is a total of donations, as private citizens, from individuals who work for the VA, not from the VA itself.

What's not talked about is if you don't agree with sending our troops into harm's way you don't "Support the Troops!" I would think that truly supporting them means you don't want to send them to places like Iraq and Afghanistan.
