It's rare because as I've said many times, 95% of GM's are morons. If hockey GM's were smart, they would realize that UFA's are bidding wars with older players and usually turn out to be bad investments. Teams should all move towards making RFA offers. It's smarter. It's like when Billy Beane drafted college players who were more pro ready. All the teams started doing it. Then when everybody did it, he started drafting the best H.S. players. The best value is where the least competition is. Teams don't expect their young players to sign RFA offer sheets. That is why it is the best thing to do if your the team offering it. Especially if you have extra draft picks.
