You've got your assumptions backwards. Storms gather strength over open water and then break up and weaken when they hit land. The fact that Irma is slowing can be for any number of reasons, but usually means hitting a different airmass with an opposite/different vector, or the fact that it's flanking Cuba right now.Just as i thought was going to happen. It's slowing because the trough to the NW is catching it. The storms been moving west at a decent speed because of the ridge of high pressure being the only steering factor, but now that high is pushing it into a brick wall (trough), essentially.
