That 25k dollar fine was from a previous incident. I have not heard of Cuban getting fined for using twitter.

Depends on at what point in halftime. There are obvious instances when I don't think the coaches would appreciate it. Also, halftime being a time for adaptations, actually interacting with teammates could be beneficial as well.
