It certainly is.

"Election Year" has started roughly 2 and 1/2 years before Inauguration Day for at least the last 3 decades.
 
In the last year of George W. Bush's second term Democratic Senator Patrick Leahy stated the rule as meaning "judicial nominations do not advance in the Senate in the latter part of a presidential election year without the support of Senate leaders and top lawmakers on the Judiciary committee."
Stating what it means does not mean either
(a) that he endorsed it, or
(b) that it's an actual rule.

I think the Republicans are really playing with fire here. Maybe they think they have nothing to lose given that things are going so badly for them already.

They are already in danger of losing the presidency by a landslide due to poor candidate selection. Now they are doubling down on partisanship and obstructionism. The trouble with that strategy is Republicans typically benefit from low voter turnout, not high voter turnout. And this issue will almost surely increase voter interest in the election.

A lot could happen, and probably will, between now and November. But right now it seems unlikely this will end well for the Republicans.

An obvious solution to the current impasses suggests itself: Obama hold off from nominating someone... so long as Kennedy retires.
 
You do know that Obama will be President until January 2017, right?
The election is 1st Tuesday after the first Monday in November. Then there is no election anymore and we'll know who will be picking the justice to replace Scalia.

So? None of that matters when nominating a Supreme Court justice. Let's stop creating imaginary parameters.

He can nominate until he's blue in the face. Like Nixon did and Democrats rejected two of his guys before accepting the third. This left the court with 8 sitting justices for 391 days. This wasn't the first time Democrats blocked a republican's nominees. Justice Anthony Kennedy was affirmed after the court had 8 justices for 237 days.
