Only 2 teams in the history of the NBA have never paid luxury tax in the NBA and they are New Orleans Pelicans and Charlotte Hornets. Both are in line to avoid the tax again this year. Blazers have paid the luxury tax 3 times, but it has been 10 years but are expected to pay this year,
