Background needs a lot more, and the text is bad. I would say never use outer-glow on text. It just looks like you need to add more things.I'd like to take a stab at what you did. White/Blue vertical gradient, added logo, added text with outerglow, added render.

I think its better than you're other ones because it doesn't look as messy. Just hit up some tuts, and you will be makin good one's in no time

Still the tetx is horrible either way. Really this just looks way too incomplete. I mean how many laters did you use? 5?
