I've been saying it for years: the Blazers are addicted to straddling fences; they hedge their bets instead of doubling down. I think this has been true under Paul Allen since the Whitsitt days. And it sure appears to be true under Jody & the Vulcans.
letting-cakes-bake and needle-moving have been more than just simple-minded PR catch phrases...they have been the operating procedure. It's non-standard OP and it's doomed to fail, IMO. This is why they could never go all in on building a contender around Dame; it's why letting the Aldridge/Dame team crumble seemed normal; it's why overpaying for Turner and Crabbe and Meyers looked like good ideas; why paying two 1st's for RoCo looked smart, to them; why they were delusional for years about CJ being a worthy option 1b; it's why they yakkity-yak about re-tools instead of rebuilds which in turn is why they likely won't go all-in on a rebuild now believing the Ant/Grant combo can lead them to the promised land.
but then, the promised land for the Vulcans is just perpetually selling tickets and keeping the cash flowing so they may already be in paradise
