I'm curious as to why you think this. CJ can't even get off of the bench these days, and is behind Barton in the rotation.

Are you expecting Toronto to not offer him a qualifying offer? I fully expect them to, which means he'll be a RFA, which means you'll have to overpay for him.
Sure they will, but I don't let facts get in the way of a good armchair GM plan. Front-load the contract, convince Toronto to S&T--whatever it takes Neil! Make it happen or you're dead to me! (That's how it's supposed to work, right?)
I like the ideas of Vasquez, Stuckey and Ariza but those just aren't realistic because I think all of those guys will want the full MLE up to 8 million or so.
I think if we could bring back Mo for a reasonable deal (3 years/12 mil) and brought in some vets like Pierce/Marion (wouldn't be easy but possible... would be great off the bench) and Diaw/Okafor we would be so set for a championship run.
Vasquez is a fine player but he doesn't bring the same things Mo does. If we bring him in then one of either CJ or Barton would have to become a Vinnie Microwave. I don't think they can do that in limited minutes. I know they can score in heavy minutes but they both would probably take time to heat up.
His best year was two years ago I'm NO; he had a sub-15 PER this year, and has had his minutes drop a lot (just 21.5 mpg in Toronto). He might command less than you think.
I'd offer 4y, 18M.
He's also contributed to a playoff team, shown versatility in playing out of position much of the year, and greatly improved his jump shot. He'll get full MLE IMO.

But you're probably right, and I'd probably want to do it anyway. Give him a Wes-Matthews-style paid-half-up-front contract, and bring him in to be the 6th man for the next 4 years. If TDot is willing to let him go, that is...
Well then we set our price and either get him or go to plan B. Worth a shot right? They may not be willing to break bank with how much they'll need to pay Lowry to stay, and how much they're paying derozan and eventually will pay terrance ross.
The Matthews contract worked because the Jazz were cash poor. When Portland tried the same thing with Millsap, I believe the Jazz took out a line of credit for the early cash payment.
The problem is you tie up your cap space for up to 3 days if he signs a contract with Portland. If Toronto matches, that's three days missed for getting a free agent.
Why isn't it realistic to offer our full MLE on someone? It's less than 8 mil BTW (unless front loaded? which might be helpful for us as we'll need to offer dame a new K)
Would love to add a cheap vet like Vince Carter, but I think we have to go far in the playoffs this year in order for us to become a destination of choice.

Because I think he is going to have to if they are ever going to win another title. The next question. Is the current collection of players going to cut it. The LA's, Nic's. I think Damian is fine. I'm concerned about comitting a max to LA.

Greg Pop. has been with the Spurs since like 1994. He helped put that team together. The guy installed a system that just works like butter. The only system Stotts can put together is a toilet main. He's a great offensive coach but I would hardly call him an X's and O's guy. We have our starting five, we just have to surround them with better talent and if push comes to shove, a better coach.
You have to commit to LA. Even at worst, if you don't believe he's the guy to take you to the promised land, you sign him and move him later. To lose him for nothing would be the worst decision this franchise makes since Greg ODen.
Terry probably gets his extension. But I'm leery of it and as well as one for LA.
I just don't see this team being much better than this under this dynamic.
