But hey, at least NASA cut 5000 jobs and now gives us nothing but global warming hysteria and biofuel mumbo-jumbo. Oh, Muslim outreach as well. Forgot about that one.
 
His solution is to use plastic bags floating in seawater as small bioreactors, containing wastewater, sunlight and carbon dioxide to grow algae that can be used as a means to create biofuel.

I assume the plastic bags won't interfere with wildlife, and won't be made from petroleum?
