It is a tax cut for those that own their home. Eliminating the personal deduction is sort of a slight hand to the mortgaged home owner. It probably keeps the promise to keep the mortgage deduction but still leveling the playing field by making it less effective. Mortgage rate will need to go up a great deal before the itemizing becomes worth while.

Of course, I can't imagine having hundreds of thousands in mortgage either. It is not really fair to all to have unlimited shielding of income for targeted use that not everyone can do.
It benefits more people to have lower rates.
