Rumor has it the Dallas Mavericks and Miami Heat were interested but he didn't want to play for Jason Kidd and behind Luka. He also didn't see much future playing along side Jimmy Butler, Kyle Lowry, Tyler Herro and Duncan Robinson.
Portland had more to offer and were willing to give him a good contract. He also gets to play along side Damian Lillard and coach Billups is said to be who he wants to play for.

Bottom line is Portland got the player they wanted and Powell got what he was looking for.
