How would #3 be possible. It's not likely that any trade could happen because one team would always have a little more salary coming in than going out.I rank the significance of these penalties as:

The team above this second luxury tax apron penalty could not add any salary via trade. They could obviously send out more salary via trade but could not accept any additional salary back. So they would either have to match incoming salaries exactly (very hard to do) or send out less. They would no longer get to use the 125% +100k rule, for them it would be equal or lower salaries coming back in any trade. I would assume this would also cancel out any TPEs for teams in this designation.How would #3 be possible. I don't know why the Blazers would sign Brooks. I mean, they already have Bird Rights to a better defender and 'better shooter' in Thybulle, and he doesn't come with the baggage that Brooks does. I don't think a team can fit more than one player like these guys who are nearly invisible on offense can't spread a defense with shooting or passing
Thybulle could only be used in a trade around the deadline because he has to be re-signed... I don't think a role player like him has any value in a S&T situation. I do agree that if it's at the vets min and the coaching staff and players would be cool with it that Brooks would be a good pick up. I imagine that is the sentiment around most of the league, I think what might stop that from happening is him being able to get a lot more in Japan or wherever else. Like you said there is a ton of uncertainty with our team right now so it's wait and see on everything.Can Brooks be signed for much cheaper? Will Thybulle agree to resign at a reasonable rate? Will Thybulle contract be better used in a sign and trade for a starter?
We don't know a lot of what will take place in the summer, so while its a good point you bring up, I'd still look into signing Brooks. If it becomes certain the depth chart won't have room for Brooks then maybe the Blazers shouldn't sign him even for the minimum; I just find that unlikely.
I'm just going to say this straight out:
If you support adding Draymond, you should not have any problem adding Brooks.

Oh no they are not. One of them is a smart winning player at the highest levels whose emotions often (too often?) get the better of him.

Sheed is a guy who had an issue with his emotions getting the best of him.
Draymond intentionally tries to hurt people. Sheed never would have done that. Draymond getting suspended for games 100% falls into the "idiot" category.
I do not believe that one bit. I think he (Draymond) got really heated up when his leg was caught and his emotions took over, stupid to do that, but I have seen him trying to wrap people and ensure they do not fall when he fouls them as well. Brooks on the other hand...
I would also say that while Sheed had issues with his emotions, I do not think he ever cared as much as Draymond does, which is probably why when his emotions did get away from him it was mostly verbal stupidity that he did.
But, some people believe Draymond is a dirty player and they are entitled to this opinion. I do not share it. I think he is a smart player that is really very deeply emotionally invested in the games and sometimes goes way over the line when it gets the best of him. His punishments are absolutely deserved when he crosses these lines, but I do not think he is dirty first and foremost, where Brooks is, imho.
The Rockets have an obvious plan for anyone paying attention.

Because, they actually can’t build through the draft. Back in 2019, they made one of the dumbest trades of all time. The Rockets dealt Chris Paul and picks to get Russell Westbrook. That means they still owe control of the next three drafts to OKC.
Those picks are top 4 protected. But they could easily lose a bunch of games, but then fall out of the top 4. And all of that was for nothing. Why not just try to win now?
