President Donald Trump unveiled details of his administration's long-stalled plan for peace between Israelis and Palestinians on Tuesday, though the proposal's critics warned before its release it has little chance of success because of its pro-Israel slant.

Trump's plan is intended to defuse decades of hostilities between Israelis and Palestinians. In a surprise move, the initiative called for a "two-state" solution – an independent Palestine sitting alongside Israel sharing a capital of East Jerusalem. A "two-state" solution has been a hallmark of Israeli-Palestinian peace initiatives for years, but before the plan's release, there was speculation Trump might omit it.

Details about the initiative's economic proposals, including $50 billion in infrastructure spending and investment over 10 years for the Palestinian territories and neighbors Jordan, Egypt and Lebanon, have been previously announced.

The plan's political aspects have been a closely guarded secret. Its release, after three years in the making, comes as Trump hosted Israeli Prime Minister Benjamin Netanyahu and his chief political rival, Benny Gantz, at the White House to discuss the plan. It was not clear whether an invitation was extended to Palestinian leaders.

Trump described his plan as a "historic breakthrough" and said he wrote to Palestinian Authority President Mahmoud Abbas, saying territory set aside for the Palestinian state would remain open for a "transition" period of four years in what amounts to a freeze in Israeli settlement construction.

He said the deal, outlined in an 80-page document, was a "win-win" for Israelis and Palestinians. The plan would more than double the territory under Palestinian control. It recognizes Israeli sovereignty over major settlement blocs in the West Bank, a scenario many Palestinians will find difficult to accept. The plan would limit Palestinians to specific parts of East Jerusalem and leave Israel in sole charge of holy sites that are sacred to both sides.

"While Trump claims a revolutionary approach to the peace process, this plan actually recycles past failed efforts: It places Palestinians on probation while they prove their worthiness of statehood, using conditions that are malleable and ill-defined; it seeks to induce Palestinian capitulation through economic largesse; and it removes the onus on IsraeI to make any concessions until Palestinians declare their full surrender," said Tareq Baconi, a Middle East expert at International Crisis Group, a think tank.

Trump to release peace proposal before meeting with Israeli leaders

There are different views about what caused previous peace efforts to fail.

There is divergence over what the peace process correctly entails. At its core, it's a dispute – one of the world's longest-running – over ancient land that two peoples, Jews and Arab Palestinians, lay claim to for their respective states.

The war that Israel fought in 1967 with neighboring Egypt, Jordan and Syria ended with Israel in military control of two areas that have large Palestinian populations: the West Bank, nestled between Israel to the west and the Jordan Valley to the east, and the Gaza Strip, an isolated enclave on the Mediterranean Sea controlled by the Hamas militant group.

Israel imposed a sea blockade and built a security fence around Gaza, where militants have launched thousands of rocket and mortar attacks on Israel. Hamas, which the U.S. State Department designated a terrorist organization, has fought several wars with Israel, most recently in 2014. Sporadic fighting resumed in May last year but ended relatively quickly in informal truces.

Palestinians branded Trump's plan – dismissively, because of his real estate roots – as the "Deal of the Century." Trump has also used variations on this phrase to describe it. Before the announcement, Trump said Palestinians might react negatively to his plan at first, but "it's actually very positive for them."

Trump said, "It's a great plan, a plan that really would work."

He said Tuesday it has been "a long and very arduous process to arrive at this moment."

Officials from the United Arab Emirates and Bahrain attended the plan's release at the White House along with senior Israeli officials and U.S. diplomats. Jordan warned against "annexation of Palestinian lands."

Sen. Patrick Leahy, D-Vt., said in a tweet that Trump's "one-sided" peace plan is "delusional hyperbole over reality."

Every American president in modern times, citing shared history and values and an unshakable security commitment, has been pro-Israel.

Trump has undertaken a series of firmly pro-Israel actions that include moving the U.S. Embassy from Tel Aviv to Jerusalem, which Palestinians claim as part of their future capital; recognizing the Golan Heights as belonging to Israel instead of Syria, in defiance of international law; and pulling the United States out of the 2015 landmark Iran nuclear deal with world powers, an accord that Israel, Iran's sworn enemy, firmly opposed.

The Trump administration backed the expansion of Israeli Jewish settlements, no longer viewing them as illegal under international law, closed a Palestinian diplomatic office in Washington – the Palestinians' de facto embassy – and withdrawn all funding for Palestinian-related aid projects, including those focused on water resources and schools.

"We have had no better friend than President Trump," Netanyahu said before the plan's release. "With this (White House) invitation, I think that the president is seeking to give Israel the peace and security that it deserves."

Last year, Netanyahu, in a sign of his government's appreciation, inaugurated a planned Israeli community named "Ramat Trump" in Hebrew, or "Trump Heights," in the Golan Heights about 12 miles from Syria's border.

"Most Israeli Jews welcome (Trump's peace plan), said Moshe Maoz, a Middle East expert at Hebrew University, in Jerusalem. "Particularly Netanyahu, who hopes that this would help him to do away with his indictments."

Susie Gelman, chair of the Israel Policy Forum, a New York-based American Jewish organization that works for a negotiated two-state solution to the Israeli–Palestinian conflict, said Trump's plan will "provide the Israeli government with the excuse to proceed with unilateral moves such as annexing parts of the West Bank." She said this would "place the future of Israeli-Palestinian peace in great jeopardy, thereby posing a serious risk to Israeli security and to Israel's future as a Jewish and democratic state."

Michael Makovsky, president and CEO of the Jewish Institute for National Security of America, a Washington-based pro-Israel think tank, said it is important that Trump is following through on his promise to release the plan.

"What matters is the substance: It’s long past time that the U.S. introduce new parameters, ones that are more realistic than past efforts, that have hopefully learned the lessons of past failures and can form the foundation of a successful effort," Makovsky said.

Rep. Steve Scalise, R-La., praised Trump's plan, saying it "provided a path to new negotiations and a lasting peace that preserves the Jewish state of Israel and provides a path for a recognized Palestinian state."

Of the lack of Palestinian participation in the peace plan, Friedman, the U.S. ambassador to Israel, said, "We recognize they’re not at the table," but they have four years to decide if they want to pursue this. "This is not take it or leave it. … It’s there for the taking."

Palestinians reacted negatively to the announcement.

"A reminder to the international community: Israel is an occupying power on the state of Palestine," Saeb Erekat, a Palestinian diplomat, said in a WhatsApp message before the plan's release. "Any deal ... that ignores this fact, will be recorded in history as the 'Fraud of the Century.' ''

Mustafa Barghouti, a former Palestinian lawmaker and onetime presidential candidate, said, "It is a very bad plan for peace. It will ... consolidate a system of Israeli apartheid against Palestinians. That's not sustainable."

Palestinian Prime Minister Mohammad Shtayyeh denounced the proposal as a violation of international law that "comes from a party that has lost its credibility to be an honest broker in a serious and genuine political process."

Last time an American president presided over a middle-east peace treaty when the economy was in the shitter he was defeated soundly, and in that case it was actually an actual peace treaty between Israel and it's neighbor that it fought 4 wars with - Egypt.

It's a photo-op between a failing president, a PM that is fighting corruption charges while his country is going back to quarantine because he fucked up their early Covid-19 success and 2 distant Arab emirates that want American jets.

At least no tear gas into peaceful American citizens was fired to stage this photo-op, so that's something...

Or you've ignored Palestinian rights across the board thinking selling Israel more weapons means more peace. Trump also sold a billion in arms to Saudis and Qatar...yeah..you want to broker peace first move is arm the shit out of the countries that have tensions
 
The only potential positive I can see is that maybe, just maybe the Israelis will wean themselves from America’s teats. The whole “Israel is the only thing keeping the Middle East from blowing up” has gotten exceedingly tiresome. They’re a feisty country but it’s amazing how much more you can accomplish with America in your corner They have become a very self entitled (and even arrogant) bunch the past couple of decades. And, all things considered, they don’t appear to have a great deal of respect for America except for what we can do for them. Kinda like most of the rest of the world at the moment.....

Where has peace been made? Between Israel and UAE? They are both US allies who have never gone to war with one another. There has been an informal alliance that has been made formal in exchanged for US sending weapons to Israel and UAE. Netanyahu has gotten a much needed face lift in the face of his own scandals.

Israel gets most of the land they have been fighting Palestine for. Palestine meanwhile has been backed into a corner after Trump cut aid to them and recognized Jerusalem which Palestine has contested as the capitol of Israel. They are not happy and are not feeling peaceful.

The warring between Palestine and Israel will continue. And, it will get bloodied as we arm Israel. I am sure Russia is probably arming palestine as we speak.

Yes, but perhaps you should read the history behind the formation of the country after WWII. No one can fault the Jews for wanting their own country, especially after the Holocaust. Unfortunately for them, the Palestinians were occupying the land the Jews wanted (and felt belonged to them historically). A very strong case can be made for both sides. But the bottom line is that Israel came about in large part because of Jewish terrorists (as I have always admitted, one man’s terrorist is another man’s freedom fighter). These individuals made it clear they were not going away and they became a thorn in the side of the British (who were administering the region). England finally capitulated, mainly because WWII had drained them of their resources and will to continue fighting what was essentially a regional war. They didn’t have the manpower, treasure or heart to continue. I expect that guilt over the Holocaust played a part also. Regardless, the Palestinians got royally screwed (which continues to this day). Once the State of Israel came into being, America jumped right on board in order to protect their own regional interests, sell arms and the American Dream, keep their rich Jewish donors happy, etc, etc. That is good help to have indeed. But too many people want to sugarcoat the facts and give the Israelis a shiny veneer that isn’t always appropriate. Yeah, I gave an incredibly abridged version (colored with my own bias) but the truth is the truth.......

I understand. There are some complexities. Hey, you seem to have a good understanding of all this. How did the 6-day war play into all of this? Is that when Israel appropriated Palestinian settlements?
