So, if Portland does sign Hedo Turkoglu, who would be the best fit at starting PG, Andre Miller, Kirk Hinrich, or Steve Blake?

Don't like Miller - you need a PG that can shoot the 3 if your two main play-makers are Roy/Hedo.
Blake is the sure thing with this roster, he is not great - but he is not bad. Kirk is a bigger risk/bigger reward in this situation. Since this team seems like it is trying to go for it now - I would vote for Kirk.
Miller. He can distribute the best, plus he's a very good penetrator and can hit mid-range jumpers. Plus he's a solid defender. With Turkoglu at small forward, the need for a shooter decreases since he adds shooting.
Hedo's biggest strength isn't his outside shooting - it's his passing and the ability to run the pick-and-roll. Miller would take the ball out of his hands and turn him into just another spot up shooter (and a VERY expensive one). He's wasted in that role. If all we want in a starting 3 is someone who can hit the open corner 3, there are a lot of guys who can do it better than Hedo, and will do it for less money.
Why pay big bucks for Hedo, if we're not going to use his strengths? My biggest fear with the pursuit of Hedo is that we will sign him to a huge, long term contract and then totally misue him. The surest way to do that is to bring in a PG that needs the ball to be effective - i.e. Andre Miller.

I think if Portland has Hedo and Roy on the floor, Bayless could start. If they don't have two ball handlers out there, then I think you are correct.
I prefer Bayless on the 2nd unit, where we will need his scoring more and his ability to penetrate and draw fouls (that's Roy's job on the starting unit). With the addition of Hedo, I really want a starting PG who can knock down an open 3 (and play defense). So, Hinrich is my first choice as a complimentary player to our other 4 starters. I'll explain in more detail in another thread.

Last season it wasn't, but outside of his first few seasons, his three point shooting has been a major strength of his. I think his passing skills are a bit overrated...he's a nice passer for a non-point guard but he's not a true "point forward."
Miller, without hesitation.
I really don't get the Hinrich love. We already have 3-pt shooters better than Capt Quirk. His playmaking ability is just adequate. His defense - sorry to say - is over-rated. Playing alongside Rose or Gordon (which is most of the time) he guards the SG. He may be good at that - but that and $4 will get you a tall latte. We need someone to guard PGs, and that is Miller. Hinrich might be an upgrade over Blake...but that is a rather low bar to clear.
As for Hedo's playmaking ability, he might work well with Oden, but Miller will work well with *all* our players.
