They should have both. I do believe that the property tax should unbind itself from the value of your home. That's the reason why it keeps going up. Home values are going to continue to rise.
True, home values continue to rise, but there isn't a direct correlation between that and what you pay in property tax. Millage rates (the amount charged per $1,000 of assessed value) are calculated based upon the sum of the millage rates of each of the taxing districts (schools, cities, sheriff, etc.) that your property is located in and they, in turn, are directly related to the operating budgets and special levies of those taxing districts. The increase in the operating budgets of schools and other government services is the main driver of increased property taxes.
Assessed values of properties are not directly related to market values either. Measure 50 locked in the value of property at the 1995-96 market value and allows for a maximum of a 3% increase annually thereafter (unless you do an addition or a major remodel, in which case the Assessor can jack the rate up more than that). This results in a huge tax penalty for people who buy newer homes. A home built before 1996 will have had its assessed value limited by the 3% maximum increase since then so that it is significantly lower than an equal market value home built in the last few years. The tax differential can be $1,000 or more annually, depending upon the home value.
In summary, property taxes are a totally jacked up mess in this state and I have no idea why we seem to think that a sales tax would be worse than this mess.
There lissome straight up racism in this thread. If you are one of the offenders, regardless of if you are posting it cause you believe it or just to get under dviss1's skin, it's gross and something you should feel ashamed of. Makes me feel dirty coming to these forums some days.
So you think it's better for renters to pay no tax as well as visitors or tourists....Oregon seems bent on financing everything from property tax, alchohol, tobacco, gas and gambling. If you don't support any of those you get a free ride here.Replying on the bolded part.
Sales tax would be worse, because knowing how the State works, they would implement the sales tax AND continue to fuck us over on property taxes. I continue to vote no on all increases of bond measures that directly affect the Millage rate because I want to try and force (schools, govt. services, etc) to be more fiscally responsible. Unfortunately for me, most people continue to be influenced by fear of these service failures and continue to vote for their rate increase.
Sometimes these OT threads are hard to handle with posters baiting each other and actually creating racial tensions...get over it folks.

you people? Is it? Develop an area, the white man is trying to gentrify the area. Leave it poor, the white man is keeping the brother down. Nothing makes you people happy, take responsibility for your own life.
Close. Oswego Creek was still called Sucker Creek. Lake Grove was considered a separate city in many respects.
why we seem to think that a sales tax would be worse than this mess.
Well we don't know the answer to that but what we do know with sound mind is that everyone spending money in Oregon...say..Lebron..adds nothing to our infrastructure ..if you have expendable income, you shop and contribute...you can own property and not have expendable income....the lady who drove that car is insane...she should be locked up foreverWe do have the historical record to guide us. Oregon has a Sales Tax. The tax was implemented about 1970 on cigarettes and tobacco produces. It was approved by the voters whom were given the specific promise to use the revenue to reduce property taxes. It never reduced the tax even one year. This tax started at 4 cents a pack and has increased to dollars but never reduced the property tax as promised to the voters.
Who among you, with a sound mind, would believe property taxes would be reduced upon the implementation of a sales tax, if the voter were gullible enough to approve the levy?
But on the other hand, taxes probably did not motivate the carnage cause by the woman on a mission in Vegas. I imagine she feel a bit down for killing an Hispanic woman. Mission not entirely successful.

That's a stretch...my property tax is ridiculous.Ha! Never saw a tax you didn't like hey! Sounds like a man that drew his pay from taxes.
The Treasury Department said Thursday that it will no longer collect a 3% federal excise tax on long-distance calls and would refund about $15 billion to taxpayers.
The tax was imposed in 1898 to help pay for the Spanish-American War. It was designed as a tax on wealthy Americans, back when phone service was considered a luxury.
"It's not often you get to kill a tax, particularly one that goes back so far in history," Treasury Secretary John Snow said.
Treasury said it was conceding its battle to uphold the tax after five appeals courts declared it illegal because of changes in the way long-distance calls are billed.
Phone companies and cellular carriers must stop billing for the tax Aug. 1. Individuals and businesses can file for refunds next year on their 2006 tax returns for excise taxes paid on long-distance calls since March 1, 2003.

Those same peers in California are part of the problem..inflating our real estate prices to make it hard for locals to own a home. Yeah Marz....I agree it's not promising to see this sort of change but I think it's something we need to address in Oregon. Washington state has a system very unlike California's or Oregon's..history does not have to repeat itself even if it has a bad track record but it's wishful thinking that stimulates change. We are told inflation is nonexisistant for several years now. Or nearly so, the Cola's have been Zero for three of Obam's 7 years now and very small the other 4 years. Mean while Oregon's property tax move forward, compounding at 3% a year, year after year. Even when property values fell though the floor, the tax went up, always more.
There is not a Democrat in Salem that would reduce the property tax, no matter how big a sales tax you gave them, anymore than their peers in California do.

I do agree that property tax needs to be lowered if a sales tax is implemented.

First I have to convince everyone here that I'm right...then the world will changeThere's no 'they' here. The property tax rates in this state are controlled by the voters. Y'all could set them to zero if you want, just file an initiative and get people to vote for it.
Stop complaining and do something about it if you think it's a problem.

It would be a tough sell. I would have to see a property tax reduction with the sales tax. But as a population becomes more renters than home owners, the burden of a sales tax and no direct offset if you are not a home owner, becomes a real tough sell. No, there is no direct correlation between rent and property tax.
A sales tax directed solely at schools, which would be removed from property tax except for any locally-approved construction levies, and limited to whatever percentage is required for that purpose (4%?) would be my thought. Any increase would have to be approved by the voters. I hate property tax. It's fundamentally unfair as it's not related to income. I hate seeing retired people on fixed incomes being priced out of their homes by property taxes.
