Dwight has posted some really off the wall stuff the past year or so. It feels like he dislikes Portland.

Updates to the arena itself are probably necessary but I totally agree there are huge needs outside and to the surrounding area. Restaurants would be a big plus.

I can understanding why the Blazers might be vague on details - whatever they say will be criticized by one group or another, as well as compared to later if changes or improvements in the plan are ever done.

Not to say eventually they won't have to provide more details before they get the cash. But not sure what the advantage is for them to provide specifics until they are close to getting an agreement.
