Here's a 4th option which is what I would do.

Have someone set odds for a free agent accepted each offer, dependent upon salary, situation, and overall likelihood they'd sign there. Then roll a 1 out of 100 set of dice or use a RNG between 1-100 too select that team. This is the best option, IMO, and would actually work rather nicely.
I kind of like the idea of each team presenting their game plan for free agency. That way a team like the Jazz or something could go after say Tyreke Evans while a bunch of teams chased LeBron and get a good deal because they showed him love first or whatever.

I thought I saw in another thread wizard mentor would participate, I could be wrong.
 
It might be a little too confusing to mix this years and next years numbers for trades so lets just make it easy and say that any pre-draft trades are going to be using this years numbers still.

We just need 4 more people if everyone is okay with doing 2 teams. I know there are several people that would do it but they haven't been posting today.

I will type of apx. cap holds for your team(s) and the salary total with and without cap holds and send it to you guys.

I'll just make your 2nd team one that won't be very involved with any trades like the Warriors or the Thunder. We don't even have 15 yet, let alone 30, ha ha. It will be fine. You just have to pretend that the GM of your other team is Kevin Pritchard and he refuses to pick up the phone when he sees it's KeepOnRollin calling.

I say there needs to be a commisioner who can be realistic in accepting/turning down deals. All deals should be done via PM then submitted to the commisioner for consideration. All draft day trades will also be submitted to the commisioner for consideration. Free agency...all teams interested in a player submit and offer to the commisioner. Commisioner can decide if offers are realstic and within hardcap etc. etc.

In the 1st post there is a list of teams. Pick a team that doesn't have a name attached to it. You control that team. You are hired as GM in their exact situation with contracts, draft picks, etc. So from now until the draft you are free to try and make trades with other poster's teams on here. For example if you are the Wizards you'd have the 15th pick in the draft and you could try to trade Gortat and Morris for a better big man or whatever you want to do. You make the decisions. Then when the draft comes we will have a day where we have a fake draft and everyone will draft based on what picks they have after making trades.

Bones and I will make sure every trade works financially. Other than that it's fair game to take advantage of other GM's stupidities. I think trades should only be vetoed if someone is purposely trying to sabotage the game (like trading Embiid and Simmons to the Blazers for Meyers Leonard or something like that).
