Multnomah County Chair Jeff Cogen is accusing Portland Mayor Sam Adams of waffling on an agreement to help finance the Sellwood Bridge replacement project.

Adams promised to commit $8 million a year in state transportation funds to the project in 2009. But Cogen said Adams has resisted for 18 months signing a formal agreement to that effect.

According to Cogen, Adams has continuously asked for more and more concessions from the county, including authority for all county-owned bridges, something Cogen said cannot be done without state approval.

“It’s as though he is trying to break the agreement without saying he’s breaking it,” Cogen said................
 
Is that anything like molesting a minor without saying he's molesting a minor?
