I believe he is Restricted as well. They can still make the Qualifying offer to him or extend him. If he took the Qualifying Offer, I believe he would be an UFA next summer.

Unless I'm reading things wrong, or there's something hinky in his contract clauses, Jake's an RFA this summer as long as Portland offers a QO.
