Actually it really does. Anytime you have an ideology that has emotional influence, you can have the good, bad and ugly associated with that belief.

Examples:

1.) Marxism Russia: which use atheism as their core belief. Mass evil.

2.) atheist heavy Japan: which has a pretty moral civilization

3.) extreme nazi Germany: extreme political ideology that is evil

4.) USA: normally moral civilization
