Actually that is partially correct but not exactly. The Pardon of Nixon was a proclamation before the impeachment process proceeded yes. But Congress also dropped the process after his resignation. The president cannot drop or pardon impeachment charges. So i tend to believe what Ford said. "Ford, who had succeeded to the presidency upon Nixon's resignation, explained that he felt the pardon was in the best interests of the country and that the Nixon family's situation was "a tragedy in which we all have played a part. It could go on and on and on......" The shear magnitude of the corruption was extensive and he covered everyone's ass. The rest just played along.I can't, but he can pardon her for any and all crimes, charged or uncharged - see e.g. Ford's pardon of Nixon.

Article II section 2 is pretty clear. "The pardon power of the President applies only to convictions under federal law.[42]"
At this point yes her charges are federal charges. But if any state decides to pick up charges against her he cannot pardon her. At this point multiple states are looking into bringing up charges as well. Sounds like the first will be New York.
In my humble opinion Ghislaine Maxwell is a turd nobody will want to touch. Even Trump.
You are of course correct that he can only pardon federal, not state, crimes.
