This surprised me a little bit. russia has a large amount of artillery just across the river from Kherson city. I have a theory that a deal was made with military only; that Ukraine would allow russia to exit Kherson fairly peaceably if russia promised not to shell Kherson. Completly unsupported by evidence except that so far russia has not shelled Kherson.I saw President Zelensky visited Kherson, even though city is without water or power.
