It put every single ballot in the surrounding districts in question.
And election fraud is defined:
election fraud - misrepresentation or alteration of the true results of an election
And stuff like having a voting machine in your trunk or turning in false voter registrations don't actually affect elections. Show me the evidence of actual voter fraud, where there is ACTUAL, not wished-for, evidence of election results ACTUALLY being changed fraudulently.
Then show me that such fraud is widespread.

As the 2000 recount proved, the rigging of ballots only needed to be a few hundred, and in one district would suffice.

CO 2005 2 Acorn employees CONVICTED of submitting false voter registrations. It's a crime if they can be convicted of it, and certainly a voter fraud crime.
FL 2009 11 Acorn employees accused of forging voter registrations. Police found 197 of 260 registration forms with invalid identification.

yeah, if you know ahead of time exactly how the vote is going to turn out. I don't remember lots of people predicting that Florida would be decided by a couple hundred votes.

FAIL. All (or most, I didn't check carefully) of those are about voter registration, not votes. To actually change an election, you need to change votes. Submitting fake registration forms doesn't do it.

The 2000 election was on Nov. 7. The guy turns in the voting machine he claimed to not have on Nov. 11. The recount was in between those dates. You know, the one mandated by the state's law for elections that are within 1% (or whatever). They knew the election was going to be a recount on election night. They even knew how many votes they had to manufacture. Al Gore wanted to count "all the votes" (but not really!), but only those votes that happened to be in 6 districts, one of those being the one where the voting machine was found.
Equals pattern.
Harry Reid would lose a fair election. Machines seem to want to vote for him all by themselves. Nah, no pattern there.
For every 2,000 registrations they catch, maybe 10x that many aren't caught. And those turn into votes.

According to STATSIndiana, In 2007, Indianapolis/Marion County had an estimated population of 876,804. Of that number 232,607 were below 18 years of age, for a total of 644,197 people in Marion County/Indianapolis 18 or over and thus eligible to vote. (Indiana allows felons to vote as long as they are not incarcerated).
So we have 644,197 people eligible to be registered in Marion County/Indianapolis, and 677,401 people registered. Congratulations go to Indianapolis for having 105% of its residents registered!

Last week Mike Sandvick, head of the Milwaukee Police Department's five-man Special Investigative Unit, was told by superiors not to send anyone to polling places on Election Day. He was also told his unit -- which wrote the book on how fraud could subvert the vote in his hometown -- would be disbanded.
"We know what to look for," he told me, "and that scares some people." In disgust, Mr. Sandvick plans to retire. (A police spokeswoman claims the unit isn't being disbanded and that any changes to the unit "aren't significant.")
In February, Mr. Sandvick's unit released a 67-page report on what it called an "illegal organized attempt to influence the outcome of (the 2004) election in the state of Wisconsin" -- a swing state whose last two presidential races were decided by less than 12,000 votes.
The report found that between 4,600 and 5,300 more votes were counted in Milwaukee than the number of voters recorded as having cast ballots. Absentee ballots were cast by people living elsewhere; ineligible felons not only voted but worked at the polls; transient college students cast improper votes; and homeless voters possibly voted more than once.
Much of the problem resulted from Wisconsin's same-day voter law, which allows anyone to show up at the polls, register and then cast a ballot. ID requirements are minimal. If someone lacks any ID, he can vote so long as someone who lives in the same city vouches for him. The report found that in 2004 a total of 1,305 "same day" voters gave information that was declared "un-enterable" or invalid by election officials.
According to the report, this loophole was abused by many out-of-state workers for the John Kerry campaign. They had "other staff members who were registered voters vouch for them by corroborating their residency."
The investigative unit believed at least 16 workers from the Kerry campaign, and two allied get-out-the-vote groups, "committed felony crimes." But local prosecutors didn't pursue them in part because of a "lack of confidence" in the abysmal record-keeping of the city's Election Commission.

Detroit election officials confirmed Monday what an analysis of census and population records shows: The city has more registered voters than it has residents over the voting age of 18.
He estimates that Detroit's population is about 853,000, which includes 603,000 people over 18 -- 30,000 fewer than the city reported as its total of registered voters.
"Even if you had 100% voter registration, which we know we don't have, you could not have numbers that high," he said. "Nationally, 67.6% of Americans are registered to vote. For African Americans, it's 60.9%."
Metzger estimates that Detroit's voter registration is closer to 422,000.

Election fraud remains commonplace
JOSEPH STALIN ONCE SAID, "The people who cast the rotes don't decide an election: the people who count the votes do."
Wall Street Journal columnist John Fund, author of Stealing Elections, writes that the U.S. has a "haphazard, fraud-prone election system befitting an emerging Third World country rather than the world's leading democracy." Democrat Christine Gregoire is Washington's current governor, having won by a mere 133 rotes out of more than 2,800,-000 cast. Or did she? When the election was first over and the ballots were tallied, Gregoire's challenger, Republican Dino Rossi. had won by 261 rotes. A mandatory recount under state law reduced Rossi's margin of victory to just 42 votes, prompting a demand by Democrats for a hand recount, which is expensive and must be paid for by the challenging party. Presidential candidate John Kerry joined groups like MoveOn.org to help raise money for Gregoire and, after the second recount, she was declared the winner by 129 rotes. A judge later changed the total to 133.
However, it was not that simple, as reports poured in concerning serious problems at polling places. Various organizations began independent investigations to determine if the complaints were justified. What was discovered proved shocking:
* On at least 10 occasions after the election, King County (which accounts for one-third of the state's votes) found unsecured ballots and, in nine of those cases, election officials added them to the ballot count.
* King County election officials admitted in sworn depositions that they deliberately submitted misleading absentee ballot reconciliation reports--the reports that reconcile the number of voters with the number of ballots cast. With no system in place to track how many absentee ballots were sent out and returned, King County ended up with 875 more absentee votes counted than the number of people who voted by absentee ballot. Moreover, at least 785 provisional ballots--ballots used by voters whose identification or eligibility to vote is in question--were tabulated improperly, sans verification of voter eligibility. Around the state, an additional 1,033 provisional ballots were identified as improperly tabulated.
* Evidence exists of voter registration drives in state mental institutions, among Alzheimer's patients in extended care facilities, and with felons.
* More than 1,400 felons whose voting fights had not been restored were allowed to vote--including one who voted absentee from his jail cell.
* At least 55,175 ballots were "enhanced" in King County--meaning election workers decided for those voters how they meant to vote for governor if the individual did not select a gubernatorial candidate on his or her ballot.
* In five counties, the Secretary of State certified election results even though there were 8,500 more votes cast than voters credited with voting.
Despite this evidence and more, not one law enforcement official in King County has investigated the problems inside the elections department. The district attorney says he will not do anything unless the King County elections director, who is the person at the center of this scandal, brings charges. The U.S. Attorney General will not investigate unless someone can bring him proof of fraud. In his opinion, the items listed above are insufficient.

Y'know, I'm going to go with the opinion of the US Attorney General about what's evidence of a crime over some guy writing for the WSJ.
Would like to see the actual evidence claimed here. Some of those things, IF TRUE, would be significant. However, no actual evidence is presented or even mentioned here, other than "King County election officials admitted in sworn depositions that they deliberately submitted misleading absentee ballot reconciliation report". Would like to see those depositions. Somehow I have a feeling they won't be forthcoming.

Or, maybe there weren't MORE BALLOTS COUNTED THAN THERE ARE ELIGIBLE BALLOTS CAST. Supposedly some cop wrote that in a report. Was he right? Who knows? If he was right, was it fraud or shitty record keeping? Who knows? Certainly not us based on the evidence presented.

AG announces voter fraud conviction in Hale County, AL
(MONTGOMERY)--Attorney General Troy King announced the conviction yesterday of Rosie Lyles for voter fraud in Hale County Circuit Court.
She was sentenced to 12 months, which was suspended. Lyles was placed on probation for two years, during which she is prohibited from participating in any absentee voting or voter registration activity. She was also assessed approximately $400 in court costs.
Specifically, Lyles pleaded guilty to criminal possession of a forged instrument in the third degree—a forged affidavit of an absentee voter —with intent to defraud.

RIO GRANDE CITY — Starr County Commissioner Raul “Roy” Peña Jr. was sentenced Tuesday to six months’ probation and a $500 fine for violating state election law during this year’s Democratic primary.
The elected official pleaded “no contest” to one count of illegally returning a marked ballot and one count of improperly mailing another voter’s ballot, stemming from allegations he helped stuff ballot boxes with fraudulent mail-in votes.

The convictions resulted from an investigation of Woods by the Tennessee Bureau of Investigation earlier this year, the news release said.
Testimony presented at trial showed Woods induced and helped people to illegally vote, knowing that they were disqualified from doing so as a result of a prior felony conviction, according to the release.
