Just to add context to this, since I've been following this but didn't want to post it until I saw it shared by what I felt was a more reliable source, but, so far as I can tell, this first was reported publicly by Tucker Carlson. For some unknown reason you tend to point towards the democrats being in the wrong, when it is obvious the Republicans (in fact 99% of them) voted against this.
