Second - you are crazy man. Since Dame already got Nurk as his understudy - this move gives CJ his own eastern-European giant center to mentor and cherish. This is great. It's a move that adds to locker room cohesion and makes CJ a happy man.

Apparently, you can't just dump a player for nothing in return according to league rules.

He was included in the trade because, per league rules, the Bulls had to send an asset back to the Blazers. “Asset” is defined as a draft pick, cash, or the rights to a player who could play in the NBA or a reputable foreign league.

We got it. We sent Vonleh plus cash (although we don't know how much it wasn't much - as we are restricted in how much we can send now) for the rights to this guy and 3.5 MIL trade exception that can be used anytime in the next 12 months I think.

Nope, trade exceptions can't be combined with each other or with player salaries to create a salary match. You can get a little creative with breaking a deal into a couple of separate deals where the exception is swapped for one of the players and the player you want to send is swapped for other players/assets.
