If you are meaning hard to think about sending planes to another city I am going to have to disagree. I don't think that would have even been a thought to cross his mind. In the moment he probably assumed he could get them to leave by doing that. It wasn't until later he would have learned of what happened.

I would have no problem helping to spare Portland and having a bomb dropped on Seattle instead.

I meant after. It doesn't seem like he had any idea the magnitude of what was to happen, but after he found out....it would be hard to get over for me.
